Unincorporated Areas
An unincorporated area of the county is any area not within a city limit. If your business is located in an unincorporated area, requirements will be regulated through your nearest city's services. After you determine the nearest city, click on City Business Forms & Contacts

Businesses located in unincorporated areas must apply for a Business Tax Certificate at the nearest city. Any business with a fixed location inside an incorporated area of San Diego County, but transacting business in the unincorporated area, is subject to the business tax.

Business licenses are not required in the unincorporated area. However, you must get a license with each of the incorporated cities that you are doing business with.
