   Former President Ernesto Zedillo will join the IOA in celebrating its 25th anniversary with a keynote address at dinner.  Zedillo, who now serves as director of the Yale Center for the Study of Globalization, implemented bold economic and political reforms during his presidency, creating the conditions for the July 2000 election of Mexico’s first opposition candidate in 71 years.   For additional information contact Sherry White.

Honoring

LUIS TELLEZ KUENZLER
Secretary of Communications & Transportation Mexico

President Felipe Calderon appointed Luis Tellez Secretary of Communications and Transportation in December 2006.  In the private sector, Luis Téllez served as Co-Director for The Carlyle Group in Mexico from 2004 to 2006, one of the world’s leading private capital investment groups. Prior to that, Luis Téllez acted as Executive Vice-President of Desc, S.A. de C.V., from 2002 to 2004, a re-known Mexican industrial conglomerate.  In the public sector, Mr. Tellez was Secretary of Energy of Mexico from 1997 to 2000.  As Secretary, Téllez promoted the expansion of electrical generation and transmission infrastructure in the country, as well as the development of the Cantarel hydrocarbons mega field. He also promoted the established the conditions and private construction for the supply and distribution of natural gas in Mexico, which has been fundamental for Mexico’s economic development.  Prior to this, Luis Téllez headed the Office of the Presidency of Ernesto Zedillo. As chief of staff, he lead the international negotiations that obtained the crucial financing which allowed Mexico to overcome the economic crisis of 1995.  From 1990 to 1994, Luis Téllez held the position of Undersecretary of Planning at the Secretariat of Agriculture and Hydraulic Resources.  During this period, he coordinated the group that established the new conditions for land ownership in Mexico.  In the years of 1987 through 1989, Téllez was General Director of Planning at the Secretariat of Finance and Public Credit (SHCP), having actively participated in the Mexican foreign debt negotiation in 1988.  Luis Téllez has a B. Sc. degree in Economics from the Instituto Tecnológico Autónomo in Mexico (ITAM) and a PhD in Economics from the Massachusetts Institute of Technology (MIT).
